Can a regeneration project not only transform the physical environment, but also reshape the perception and identity of a stigmatized neighbourhood, addressing long-standing issues such as social and spatial isolation, outdated buildings, and deteriorating public spaces? Drawing on a collaboration between ATER (Territorial Agency for Residential Housing) in Terni, in Umbria, the Regional Public Housing Agency, and researchers from the Department of Architecture and Urban Studies at Polytechnic of Milan, engaged to support the regeneration of a medium-sized public housing estate, the presentation offers a multi-perspective account of the process, its stakeholders, and the key architectural decisions that shaped the project. It also uncovers the mechanisms behind decision-making and explores how concepts are translated into implementable projects.

A lecture by Giuliana Miglierina, an architect and PhD candidate at Polytechnic of Milan. After working in international cooperation projects, particularly on educational infrastructure and participatory design processes, she developed a growing interest in housing, approached through both practice and research. She further explored this interest through collaborations with organisations engaged in housing projects and through a Master of Advanced Studies in Housing at ETH Zurich. Her current research focuses on typological innovation and the social, political and economic dimensions of collective living.

A session of the Aula Mediterrània lecture series 2026-2027 co-organised with the Master’s Degree in Advanced Studies in Architecture, ETSAB-UPC
