From Cooperation as Aspiration to Externalization as Reality: The Securitization of Euro-Mediterranean Migration Governance

In the field of migration, Euro-Mediterranean relations have undergone profound transformations, from the cooperation approaches envisioned in the 1990s to current dynamics of externalisation. Migration governance in the Mediterranean has increasingly shifted towards security-driven frameworks, reshaping relations between the European Union and its southern neighbours. Border control, readmission policies and external cooperation mechanisms, as well as their political and humanitarian implications, have assumed an increasingly prominent role. By tracing this evolution, it is possible to critically assess the impacts of securitisation on mobility, regional cooperation and migration governance in the Mediterranean.

A lecture by Gemma Pinyol-Jiménez, Head of Migration and Mobility Policies at Instrategies, a think&do firm based in Barcelona, and associate researcher at GRITIM-Pompeu Fabra University. She is an expert from the Council of Europe within the framework of the Intercultural Cities Programme and coordinator of RECI-Spanish Network of Intercultural Cities. She is also lecturer at the UAB and UPF.
She has been director of the Cabinet of the Spanish Secretariat of Immigration and Emigration (2010-2012), and previously, responsible for the Migration Programme at CIDOB (2001-2010). She has been involved in several European projects and she has been appointed as an expert for the Committee of the Regions and the Economic and Social Committee in different opinions.

Her main areas of interest are the Spanish and EU migration instruments, the external dimension of migration policies, as well as Spanish migration policies and multilevel governance of migration and integration and inclusion issues. She holds a PhD in Political Science and International Relations (Extraordinary Doctorate Award) from the Universidad Complutense de Madrid, a degree in Political Science from the Autonomous University of Barcelona and a MA in political Analysis from the UOC.
