The European Institute of the Mediterranean (IEMed) needs to fill the position of Communication Officer, C1, in the frame of action of the European Union Grant ENI/2019/412-960.

2. Requisites
Preferably candidates with a pre-existing permanent link with the Administration of the Government of Catalonia or with the organisations and bodies in its public sector (in compliance with Article 33-5 of Law 2/2015 of 11 March on Budgets of the Government of Catalonia for 2015).
Applications can also be submitted by candidates who, although not complying with the aforementioned requisite, hold the following:
· The necessary university qualifications to apply for a C1 category position.
Candidates from EU member states must hold some of the qualifications recognised in Spain in accordance with the regulations in force.
3. Responsibilities
Under the guidance of the Director of the Euro-Mediterranean Policies Department, the Management of the IEMed and the Project Manager of “EuroMeSCo: Connecting the Dots”, and as part of the EuroMeSCo Project Team, in the framework of the European Union Grant ENI/2019/412-960, the Communication Officer will ensure the achievement of the results of the Project in relation to communication, outreach and dissemination and coordinate communication activities of the network.
That will include:
• Managing and updating the website of EuroMeSCo.
• Designing social media campaigns and managing EuroMeSCo’s social media accounts: Twitter, YouTube, LinkedIn, Flickr and Facebook.
• Preparing the monthly newsletters as well as ad hoc mailing campaigns and managing the subscribers’ database.
• Coordinating the communication of EuroMeSCo events, including annual conferences
• Designing and developing infographics and audio-visual material in coordination with external providers.
• Ensuring the dissemination of EuroMeSCo’s publications and increasing the project’s visibility and footprint.
• Preparing and carrying out video interviews.
• Liaising with communication counterparts in the network and in partner organisations/institutions (i.e., EU Neighbours, DG NEAR, StratCom EEAS, UfM)
• Preparing the annual communication plan.
• Monitoring and reporting on the results of EuroMeSCo’s communication campaigns and proposing innovative ideas for improvement.
• Liaising with external service providers, including handling administrative and contractual procedures and processing payments.
• Other similar functions entrusted to her/him in accordance with her/his category.
4. Aspects valued
• Proven experience in positions related to the tasks mentioned above, in particular web and social media management (Twitter Ads, WordPress, Canva) and mailing campaigns (Mailchimp).
• Experience in scripting/conceptualising audio-visual and infographic materials. Design and photo editing skills are an asset.
• Experience in preparing, carrying out and editing video interviews.
• Experience using monitoring and evaluation tools (i.e., Google Analytics).
• Experience in international or regional projects is an asset.
• Proven proficiency in English, with advanced command of written English.
• French, Arabic and Spanish are further assets.
• Experience in or working with European institutions is an asset.
• Excellent writing skills and proficiency in contents management, database processing and Microsoft Office suite (Word, Excel, Access, PPT). • The following personal skills and characteristics: pro-active attitude in workplace, teamwork, planning and organisation, networking, thoroughness.
5. Nature of the position
Temporary contract
Duration of service: upon work and services completion.
Immediate start.

7. Selection procedure
The selection system will be as follows:
Analysis of attached documents 1 and 2 to assess aspects related to the academic and professional record as well as motivations, skills and capacities related to the position.
Once the two previous documents are analysed, the shortlisted candidates can be called for an interview, if appropriate, to check and broaden the detailed information and assess the aspects related to professional skills.
Finally, if appropriate, applicants can be called for a practical test to assess if they have the technical skills required for the position.
In the case of equally qualified candidates, those with a pre-existing permanent link with the Administration of the Government of Catalonia or with the organisations or bodies in its public sector, in compliance with the Government Agreement of 12 May 2015, will take preference.

Depending on the number of applications submitted, the IEMed can only guarantee individualised replies to those who are interviewed.
