2. Requisites
Preferably candidates with a pre-existing permanent link with the Administration of the Government of Catalonia or with the organisations and bodies in its public sector (in compliance with Article 33 of Law 4/2020 of 29 April on Budgets of the Government of Catalonia for 2020).
Applications can also be submitted by candidates who, although not complying with the aforementioned requisite, hold the following:
- The necessary university qualifications to apply for an A1 category position. Candidates from European Union member states must hold some of the qualifications recognised in Spain in accordance with the regulations in force
- Sufficiency level in Catalan (level C) or equivalent
- Sufficiency level in Spanish (level C1) or equivalent. Mandatory and eliminatory for candidates who do not have Spanish nationality and who are not exempt from taking it.
3. Responsibilities
3.1. Core objective of the position or mission
Under the supervision of the Head of the Sustainable Development and Regional Integration Area, the Programme Officer in this area will be responsible for promoting and coordinating its programmes.
3.2. Basic functions

Manage the implementation of the programmes of the Sustainable Development and Regional Integration Area;

Ensure the achievement of the objectives of the programmes and projects of the Area. This includes information management, monitoring (including participation in possible results-oriented monitoring reviews), evaluation (including participation in possible external evaluations), strategic planning tasks, analysis of programme and project results and proposals for improvement, as well as ensuring the quality of deliverables and compliance with deadlines;

Support the Head of the Area in strategic planning, conceptualisation of activities, representation, and effective cooperation with partners, donors, and political and institutional stakeholders;

Participate in the coordination of Euro-Mediterranean networks linked to the Area, supporting their dynamisation and the consolidation of their activity;

Propose synergies, innovative ideas, activities, and funding sources to advance and improve the Area’s strategic activities;

Participate in drafting project and programme proposals funded by external sources;

Write, review, and contribute to the production of content on Southern Mediterranean countries, especially regarding political, social and economic issues, institutional relations, and themes related to the Barcelona Process, for publication, the Institute’s website, and its social media;

Oversee the implementation of European projects managed by the Area and closely cooperate with European project coordination in the formulation and preparation of European, bilateral and regional projects;

Monitor and analyse the socio-economic and environmental agenda of the Euro-Mediterranean region, and prepare summary documents or thematic reports when necessary;

Supervise and contribute to the evaluation, correction, and editing of publications associated with the Area;

Perform any other similar functions assigned in accordance with the position’s category.

The duration of the contract will be temporary, through a substitution contract, until the definitive filling of the position, and for a maximum period of three years.
Start date: immediate.
This hiring is subject to the availability of adequate and sufficient funding to cover the obligations derived from this call.

7. Selection process
Analysis of attachments 1 and 2 will be carried out in order to assess aspects related to the academic and professional background relevant to the position being filled.
Once these documents have been reviewed, the best-rated candidates may be invited to an interview and/or test, if applicable, to verify and expand on the information provided and to evaluate aspects related to professional competencies, motivations, skills, and abilities.
In the event of a tie in the assessment of applications, preference will be given to personnel with a pre-existing permanent employment relationship with the Government of Catalonia or with bodies or entities in its public sector.
Applications that do not meet the requirements, do not fall within the conditions established, or are not submitted in accordance with the established procedure will not be considered.

9. Appeal procedures
Against this call, any interested person may file a claim before the Social Courts within two months from the day after its publication/notification, in accordance with the provisions of Article 69.2 of Law 36/2011, of 10 October, regulating the Social Jurisdiction (SRJS), without prejudice to the possibility of filing any other appeal deemed appropriate to defend their interests.
