Migration Dynamics and Hybrid Threats: Challenges in Host Societies
17 June 2025 | Workshop | Spanish | Catalan | English | IEMedIn a context marked by increasing human mobility, geopolitical tensions, and the proliferation of disinformation strategies, international migration has become a central focus of debates on security and global governance. This session examines how the instrumentalization of migratory flows has become part of the repertoire of so-called hybrid threats, where state and non-state actors use the mobility of people as a tool of political pressure and regional destabilization.
The debate will address the main challenges faced by host societies in the face of these complex and interrelated phenomena, combining empirical analyses of current dynamics in the Euro-Mediterranean region with critical reflections on the narrative, normative, and ethical frameworks that accompany them. Special attention will be paid to how migration policies, often focused on security, impact vulnerable groups and contribute to the construction of threat narratives surrounding migration and cultural and religious diversity.
From a multidisciplinary perspective, the session seeks to provide elements for rethinking border and migration governance from a perspective that combines effectiveness, social cohesion, and respect for human rights, avoiding simplistic responses to challenges that require a deep, informed, and structural approach.
