The IEMed dedicated the 6th edition of the Euromed Survey of Experts and Actors to the review of the European Neighborhood Policy. While the results based on the responses received from nearly 800 participants will be presented in a publication in early 2016, we advance some results and trends:

79% of respondents believe that the ENP framework should be maintained. There is also broad support for existing instruments and tools. However, the responses indicate that a less encrypted and bureaucratic policy is needed. About 80% of respondents think that cooperation should be privileged. 52% of respondents think that the ENP should offer prospects for greater integration with some of the EU’s policies.

The responses to the survey show that there is no clear support for a change in the geographical scope of the ENP. However, the need for greater differentiation based on the various situations and expectations of partner countries is clearly shown, as is the need for Europe to find ways to become more involved with “neighbors’ neighbors”.

Respondents have identified migration and security threats as two priorities to be addressed in the framework of the ENP. More specifically, a majority of respondents (56%) point out that “working with partner countries in preventing radicalization, the fight against terrorism and organized crime” should be a key area to be developed in order to counteract the ” security threats “.

Similarly, the majority of respondents (62%) see “support for sustainable livelihoods in countries of origin of migrations” as the most important approach to addressing migration and mobility.
