Nexus between migration and urban governance in the Mediterranean

Since the long summer of migration in 2015, the reception of asylum seekers is seen as central in European public debates, especially in the Mediterranean. While the arrival of asylum seekers and acceptance rates of refugees in Europe is varying from one state to another, the governance of the reception has been marked, since 2015, by the introduction and/or strengthening of institutionalized dispersal policies. In France and Spain, the reception of asylum seekers has largely relied on non-metropolitan areas, with an increase in their reception capacities. Based on a case study conducted in France, this lecture aims to analyze the reception dynamics of asylum seekers outside metropolitan areas in a northern Mediterranean country. Based on qualitative methods, by using semi-structured interviews and the co-production of a sensitive cartography, this presentation aims to elucidate the processes through which migration dynamics in the Mediterranean region—marked by borderization and marginalization—extend into remote rural areas.

Rafik Arfaoui is a postdoctoral researcher at GRITIM-UPF, Pompeu Fabra University (Barcelona). He works on the research project “BROAD-ER: Bridging the Migration and Urban Studies nexus” (2022-2025). He mainly investigates urban reconfigurations in both large, medium, and small cities and rural areas based on the narratives, practices, and policies of reception of asylum and refugee demandants. Rafik has a PhD in Social Geography and Urban Planning (2021) from the University of Clermont Auvergne (UCA), France. His doctoral thesis titled “Territoires multiples, accueil pluriel: géographie sociale de l’accueil des demandeurs d’asile dans les espaces non-métropolitains” received, in April 2022, the “Grand Prize of the city of Clermont-Ferrand” for the best thesis of the year at the UCA. Some of his recent publications are “The asylum seekers in Non-Metropolitan Areas in France” (2019) or “The effects of Territory on Reception and of Reception on Territory” (2020).
