Human Trafficking in The Mediterranean: National and Community Criminal Instruments. The Proposal of The Italian Government and the European Commission

Led by Luca Mario Masera, Professor of Criminal Law at the Università degli Studi di Brescia. Presented by Celia Díaz, professor of Criminal Law at the Universitat de Barcelona.

The presentation tries to provide a general picture of the problems regarding the management of migratory flows in Italy. Particular attention is paid to three aspects in particular: the management of sea rescue, and the obligations imposed on national authorities to protect the lives of migrants; the management of the first phase of identification and reception; the use of criminal penalties, both for irregular migrants and human traffickers. The study of each aspect is accompanied by the analysis of court cases, in which the speaker was personally involved.

Session within the framework of the cycle of conferences of the interuniversity program Aula Mediterránea, which the IEMed co-organizes with several masters from Catalan universities, such as the Interuniversity Master in Contemporary Migration, Rights and Social Cohesion, UB / UAB, to which this conference corresponds.
