Emprunté à la grammaire arabe, l’adjectif inaccompli convient bien au processus de Barcelone, en particulier sur le plan économique. Des progrès ont été réalisés, mais sans véritable rupture. Alors que le reste du monde évolue très vite, la Méditerranée semble tarder à sortir d’une certaine léthargie. Un contexte géopolitique régulièrement perturbé (conflits,terrorisme) ajoute au pessimisme.
Pourtant, il est faux de dire que rien ne bouge et que Barcelone serait un échec. La réalité est plutôt que le processus (trop peu connu des acteurs économiqueset des populations) se trouve inachevé, comme au milieu du gué. Il faut à présent soit
accepter de se laisser entraîner au fil de l’eau – ce qui conduirait à une situation vite inacceptable –,soit cravacher pour gagner un terrain solide, au bénéfice de tous les riverains de la mer commune…

Cette dimension nouvelle de la régionalisation, accélérée au tournant des années 80-90 du siècle dernier, concerne toutes les régions du monde et, en particulier, deux ensembles auxquels nous nous intéresserons ici, l’Amérique du Sud et le monde arabe.

Al-Qaida s’est forgée en migrant vers l’Orient de l’Islam et en tournant le dos à la Méditerranée. C’est en effet vers 1989 qu’un réseau de combattants arabes, formés au Pakistan pour le jihad antisoviétique en Afghanistan, s’est constitué sous forme de base (qâ’ida) de données. Et c’est en 1996 qu’Oussama Ben Laden, richissime apatride expulsé du Soudan, a lancé publiquement, depuis l’Afghanistan, le jihad global contre l’Amérique, coupable à ses yeux d’occuper «la terre des deux Saintes mosquées», l’Arabie saoudite. Cette matri-ce pakistano-afghane d’une organisation dirigée par un Saoudien déchu a durablement détourné Al-Qaida de la rive sud de la Méditerranée, vue au mieux comme un espace de transit vers d’autres terres de jihad.
Mais l’année 2007, avec l’émergence d’Al-Qaida au Maghreb Islamique (AQMI), en Algérie, et de Fath al-Islam, au Liban, semble marquée par un investissement majeur du jihad global dans cette zone longtemps négligée. C’est ce processus complexe dont cet article entend présenter les grandes lignes.

Just like its predecessor, Fills i filles de famílies immigrades a les escoles catalanes (sons and daughters of immigrant families in Catalan schools), the book is a collection of a series of recent articles by different specialists in the field. These articles form part of the complementary materials of the «Sons and daughters of immigrant families in Catalan schools» course, organised by the IEMed, the Ibn Batuta Sociocultural Association and the Department of Education and Universities of the Autonomous Government of Catalonia, as part of the Mediterranean University Campus, which will soon enter its tenth year. Above all, the book aims to act as a useful tool for education professionals and anyone who is interested in the field.

During 2003-2004, the IEMed carried out the Agriculture and the Euromediterranean Partnership project with the support of the Azahar programme run by the Spanish International Cooperation Agency. The aim of the project was to provoke high-level debates on the obstacles and opportunities that would be encountered in this field. The project included a baseline study (by Josep María Jordán and José María Álvarez-Coque), a seminar and the publication of this monograph, which examines the different aspects of this complex debate.
