What is it?
Within the framework of the holding of the 10th anniversary of the Barcelona Declaration, the IEMed is preparing a survey on the Euro-Mediterranean project aimed at around one thousand opinion leaders, experts in the international arena and key actors from the Mediterranean world, with the objective of obtaining contrasted visions and opinions on the main issues and challenges facing the Partnership, as well as outlining different future scenarios.
The sample will be international in scope and will include a wide range of persons with different social and professional profiles, and with recognised experience and analytical skill in the Process.
The survey does not only seek to reflect the evaluation of the 10 years of the Process, but also wishes to reveal opinions difficult to find in more controlled questionnaires. Moreover, the introduction of the time criteria makes the survey a prospective exercise based on the hypothesis that the Barcelona Process is an instrument which will need to be reapproached over the next few years in function of the evolution of the situation in the Mediterranean.

Why?
The instruments of evaluation of the impact of the Barcelona Process are few, beyond the multiple meetings between experts and the publications that have, however, allowed the analysts to observe and listen to the different views involved in this project. Nonetheless, this kind of analysis is quite dependent on the juncture of the process in each moment and, although it deals with its key questions, it does not allow a definition of trends over a longer period.
The proposal of the IEMed on reaching the tenth anniversary of this process is to provide itself with an instrument capable of detecting ruptures, trends or continuities in the mid term. The objective is to contribute an accurate vision of a region like the Mediterranean, where the close and complex relations generated between the members, beyond identifying priority fields of action, demand an evaluation of strengths and weaknesses of the area in the next few years.
How?
On the occasion of the Extraordinary Euro-Mediterranean Conference to take place in Barcelona on 28th November, the IEMed has prepared a Delphi survey to canvass the opinion of recognised experts and representatives of civil society on the Barcelona Process. This initiative, which has the support of numerous institutions and networks involved, seeks to effect an evaluation of the ten years of the Partnership and a set of proposals on the future of Euro-Mediterranean relations.
To this end, a survey has been prepared with four sections:

The survey has been prepared with the help of an advisory committee formed by experts in the Barcelona Process: Mourad Allal, Andrea Amato, Álvaro de Vasconcelos, Joan Prat, Heba Nassar, Esther Barbé, Assia Bensalah Alaoui, Odile Chenal, Bichara Khader, Samuel Hadas, Ahmet Evin and Iván Martín.
The questionnaire has been sent to a sample of 2,000 people involved in the Barcelona Process, such as experts, political and institutional representatives, or representatives from entities that undertake projects linked to the Partnership.
When?
The canvassing of responses will be carried out until 30th July 2005, after which the analysis of the results and the preparation of the report, to be presented in November 2005, will begin. The results will be published on this website from November.
