Objectives
  1. Starting from the current state of the evolution of human migration, its economic impact and, above all, the main links between migration and development, to establish a proposal on how to integrate the relationship between migration and development, and thereby turning threats and challenges into opportunities.
  2. In the light of the state of the art, to analyse the best way of benefiting from the policies and activities related to migration and development (in terms of complementarity, coordination and coherence) within the framework of the Euro-Mediterranean process, migration policies of the European Union and the new framework for community development policy, with the aim of establishing how to insert the ideas and practices of co-development into this context.
  3. To analyse and evaluate, in terms of lessons learnt and good practices, the main experiences undertaken by immigrants, civil society or local government, aiming to systemise everything that should be taken in order to launch a framework for co-development in Catalonia.
  4. Bring together academics, policy makers and society leaders to discuss the initial ideas for a future Green Paper on the relationship between migration and development in Catalonia , one of the activities of the 2005 Annual Co-operation for Development Plan.

To facilitate the work, the seminar will be based on two framework papers: one on the state of the relationship between migration and development and the real significance and use of the notion of co-development, presented by Rafael Grasa, and the other on the general framework of the relationship between migration and development within the framework of European Union policies, with particular reference to the Euro-Mediterranean area.

A basic document dossier on the state of the issue will also be prepared and distributed. Later, the resulting material of the seminar will be published.
